Electronic applications are sent to BCSE only through the Electronic Messages. Electronic messages received by BCSE are processed in accordance with the procedure established for written applications, taking into account the features specified below and provided by law.
Electronic applications shall be presented in Belarusian or Russian.
Electronic applications of citizens shall contain:
- BCSE name and (or) address: 48a Surganova str., 220013, Minsk, or the position of the person to whom the message is sent;
- surname, name, patronymic (if any) or initials of the citizen, address of his residence (place of stay);
- statement of the application essence;
- citizen's email address.
Electronic applications of legal entities and individual entrepreneurs shall contain:
- BCSE name and (or) address: 48a Surganova str., 220013, Minsk, or the position of the person to whom the message is sent;
- the legal entity full name (IP) and its location;
- the issue of the application;
- surname, name, patronymic (if any) or initials of the head or the person authorized in the prescribed manner to sign messages;
- the legal entity e-mail address (IE).

Electronic copies of documents confirming their authority shall be attached to electronic applications submitted by applicants
If necessary, additional documents and (or) information (documents confirming the powers of the applicants' representatives, documents on the results of the previous inquiries and other documents and (or) information necessary to resolve the issues set out in the messages) are attached to the electronic application form. These documents can be attached by files in the following formats: .doc, .docx, .rtf, .tif, .jpeg, .pdf, .jpg.
Applicants have the right to withdraw the message before its essential consideration. Electronic applications can be withdrawn by submitting a written message or sending an electronic message in the same way as the electronic applications was sent.
If it is necessary to indicate applicant’s personal data or other persons with the exception of those contained in the message in order to consider an electronic inquiry essentially, the applicant is invited to apply orally or in writing.
If an electronic application doesn’t comply with the requirements of paragraph 12 of the Law of the Republic of Belarus No. 300-Z dated July 18, 2011 On Applications of Citizens and Legal Entities, and contains no applicant's e-mail address, the electronic application may be left without essential consideration in accordance with the procedure established for written applications.
Responding to electronic applications and notifying applicants about non-consideration of their electronic applications essentially and about sending their electronic applications for consideration to other organizations in accordance with their competence, as well as terminating communication by correspondence, extension of the deadline for applications consideration are sent to the applicants' email address specified during registration in the above-mentioned category.
Written responses are provided to electronic inquiries (written notifications are sent) upon applicant`s request in his electronic message to send a response (written notification).
If the incoming electronic application of similar content from different applicants are of a mass nature (more than ten messages), responses to such messages may be posted on BCSE website by the decision of the Chairman of the Board or an authorized official without sending responses (notifications) to applicants.
Applicants have the right to appeal responses to electronic applications and decisions to leave electronic inquiries without essential consideration in accordance with the procedure provided by law.
