How to become a Derivatives Market Section Member 
 
 

 

To become a derivatives market participant you shall:

1. Fulfill the requirements for Section members:

  • Availability of a valid special permit (license) for the implementation of professional and on-exchange activities in securities issued by the authorized republican government body that carries out state regulation of the securities market of the Republic of Belarus including components of work and services: brokerage or dealer activities, securities asset management activities;
  • Compliance with the qualification requirements for managers and employees of professional participants in the securities market established by the legislation of the Republic of Belarus;
  • Availability of an audit report for the year preceding membership year in the Section and each subsequent actual membership year in the Section;
  • Availability of a valid special permit (license) of the National Bank of the Republic of Belarus for banking activities (only for banks);
  • Compliance with the requirements of the legislation of the Republic of Belarus on securities and financial instruments of forward transactions;
  • Carrying out professional and on-exchange activities in securities for at least one year (only for clearing members that are not banks)
  • Participation (without restrictions) in the automated system of interbank settlements of the National Bank of the Republic of Belarus (only for banks) or an agreement with an ASIS participant for providing services in the securities settlement and clearing system (only for clearing members)
  • Compliance with the standards of safe functioning (only for banks);
  • Compliance with the requirements of financial sufficiency for professional participants in the securities market established by law;
  • Break-even.

2. Submit documents to BCSE

  • Conclude a trading agreement with BCSE
  • Conclude an agreement with the National Bank of the Republic of Belarus on settlements upon on-exchange transactions (only for foreign exchange trades);
  • Conclude an agreement with a Clearing Member (only for traders in derivatives market instruments applying for the Trading Member status);
  • Register as a trade participant in the trading system;
  • Register a trader in the trading system. To register a trader in the trading system, it is necessary to submit to BCSE: 
    • power of attorney
    • copies of the qualification certificate (for trading securities and derivatives market instruments).

Traders parameters and powers are automatically maintained in the electronic trading system according to their documents. After the registration procedure on BCSE, each new trader receives an access password to the trading system.
